Exactly the same thing happened to me. I have 9 years PNCB and a full, clean UK driving licence for 21 years and this is first site I have been declined a quote. No explanation - complete waste of time. Annoyed me so much this is the first comment I have ever left on a site EVER!

I just got the same ridiculous 'quote declined' message from Axa. Considering no other company has declined a quote, I have to wonder if there's a fault with this company's site. I won't be saying I've been declined insurance, as I haven't. I've been declined a quote.

Attempted to get a quote for a car I have owned and insured without problem for over 10 years. The quote was declined within seconds with no reason given. I believe there is normally a question asking "have you ever been declined insurance?" So I will now have to say yes, this could cost me dearly.
